Multi-Billion Dollar International Infrastructure Project

Warner serves as the U.S. legal advisor to the Windsor-Detroit Bridge Authority (WDBA) on the multi-billion dollar Gordie Howe International Bridge (GHIB) project, an international bridge that will link the United States and Canada. We have provided P3 procurement, governance, litigation, regulatory/compliance and commercial counsel on this project.

Since the project was first conceived over twenty years ago, it has been the subject of numerous legal challenges in state and federal courts.  Warner litigators have helped the WDBA successfully navigate these challenges, which have included claims brought under the National Environmental Policy Act; challenges to the legality of the crossing agreement between the countries that provides the framework for the project; and multi-pronged challenges to the condemnation of properties necessary for the construction of the project.
