James Cavanagh, senior counsel in the Lansing office of Warner Norcross + Judd LLP, is featured in “Insider’s Talk: Winning with Lobbyists,” a new book providing insight into the effective use of lobbyists.
An experienced attorney and lobbyist, Cavanagh “illustrates a contract lobbyist’s value,” according to author Robert L. Guyer. Guyer served as an in-house lobbyist who partnered with Cavanagh to repeal a Michigan law that placed deposits on some rechargeable batteries.
Guyer noted that “Jim brought all the pieces together,” providing “skill, insight and relationships” to help overcome his then-inexperience with the lobbying process in Michigan. Cavanagh was able to assist Guyer and two trade associations in maximizing strong points, enhancing existing political strength, introducing him to key legislators and other initiatives that led to the success of the campaign.

Cavanagh joined Warner in 2007 and now has more than three decades of experience in government relations, lobbying, administrative law and election law. Recognized as one of the top 20 lobbyists by Inside Michigan Politics, Cavanagh comes from a long line of politically active family members.
Active professionally, Cavanagh is a member of the State Bar of Michigan and the Ingham County Bar Association. He currently serves on the advisory board of the Michigan Political Leadership Program at Michigan State University and is a past member of the Michigan Mid-South Health Systems Agency, Capital Area Substance Abuse Council, Friends of the Capitol, Inc., and the Lansing Reinvestment Corp.
