Experienced economic development attorneys Kenneth W. Beall and Tracey L. Lackman have joined the law firm of Warner Norcross + Judd LLP.
They bring nearly six decades of combined experience in real estate and development transactions, with a focus on real estate development incentives such as historic preservation, New Market and low-income housing tax credits. They have each represented real estate developers, financial institutions, tax credit investors, lenders and others involved in the transaction process. They will practice in the firm’s Lansing office.
Warner has one of the premier Economic Incentive Groups in Michigan, securing more than $1.5 billion in federal and state tax credits and other incentive programs that maximize credits and incentives for clients – and spur economic growth for communities across the state. The team of 14 attorneys and paralegals has experience with more than 50 types of credits and incentive programs, including tax increment financing, tax abatements and exemptions, low-interest loans and public and private bond programs.

Both join Warner from Loomis, Ewert, Parsley, Davis and Gotting P.C., a Lansing law firm. During his 40-plus years of practice, Beall has worked extensively with developers and operators of commercial and multi-family properties, as well as lending and investing financial institutions, governmental entities and others on economic incentives and on a variety of other matters, including acquisitions, finance, restructuring, and securities.
Active professionally and in the community, he is a member of the American Bar Association, State Bar of Michigan and U.S. Tax Court. He is a fellow of the Michigan State Bar Foundation and the American Bar Foundation. Beall’s work in real estate has been recognized by Best Lawyers in America and Michigan Super Lawyers. He lectures widely on economic incentives, affordable housing, historic preservation, rural development and related topics.
Beall currently serves on the Michigan State University College of Music National Leadership Council, and is past chair of the Capitol Area United Way. He has also served on the boards of Impression 5 Science Center and the Industrial Development Institute of Michigan State University, as well as on the Governor’s Task Force on Downtown Revitalization.
He holds a bachelor of arts magna cum laude from MSU and a law degree from Duke University Law School.
A native of Minnesota, he now resides in East Lansing with his wife, Sandy.
Lackman has 15 years of experience with economic incentives and real estate development transactions, in addition to working on corporate, finance and environmental matters. She regularly works with developers, lenders and tax credit investors on a wide range of projects for both for-profit and nonprofit clients. Lackman has been recognized as a Rising Star by Michigan Super Lawyers.
Lackman is a member of the ABA, State Bar of Michigan and Ingham County Bar Association. She is currently a board member of Habitat for Humanity Capital Region. She is a past chair and co-chair of the Real Estate Section of Ingham County Bar Association. She is an active volunteer in her community schools and related organizations.
Lackman holds a bachelor of science in natural resources and environmental science from Purdue University and a law degree cum laude from the Thomas M. Cooley Law School, now the Western Michigan University Cooley Law School, where she was editor-in-chief of the law review.
Before she attended law school, Lackman worked on soil conservation and watershed protection projects in the public sector.
A native of Indiana, she now resides in Holt with her husband, Mike, and two children, Katie and Ryan.
